Voice over Internet Protocol, or VoIP, promises to rewire the telephone industry.

Already, the technology has spawned startups and spurred the offspring of Ma Bell, including AT&T and Verizon, and cable companies, such as Comcast, to develop their own Voip services.

Consumers, though, really only need to know one thing: Voip allows you to plug your phone into the Internet and make cheap phone calls.

Independent Voip provider Vonage, for example, offers unlimited calling throughout the United States for $25 a month. Additional savings can also be had.

With VoIP, phone numbers need not correspond to fixed locations. An Allentown resident, therefore, can have a San Francisco area code, enabling family, friends and business contacts on the West Coast to call toll free.

Voip has also led to a range of computer-enabled innovations. From their PCs, users can maintain call logs and host conference calls, all with a few clicks of the mouse.

But all that techie garnishing is likely to repel, not attract, those of us with an appetite, first and foremost, for saving a buck.

So the good news is, should you be so inclined, you can take advantage of VoIP's cost savings without ever booting up a computer.

Here's how it works: Your high-speed Internet source — perhaps cable or DSL — is connected to a router from your Voip provider. Your phone, in turn, plugs into the router.

That's it (barring unforeseen technical difficulties). Pick up the phone and call your folks, your friends.

Your calls will be routed over the Internet, rather than traditional telephone phone networks. Thanks to technology that allows sound data to share space with e-mail and other traffic over the Internet, your voice and those of the people you talk to should sound no different than they would on your old land-line.

Of course, there are some drawbacks. (The name being one: When not used as an acronym, Voip is pronounced ''voyp.'')

Voip has a reputation for dropping calls. That is, calls randomly terminate in mid-conversation. Providers, though, insist this problem has been solved by technological advances.

And set-up may require patience. (Aforementioned technical difficulties arose when this reporter installed a router from Vonage. The issue was resolved with a phone call to customer service.)

More significantly, a VoIP-enabled phone will only work when the high-speed Internet connection is functioning. That, needless to say, implies that you must have a high-speed Internet connection to begin with, and that you must leave it on.

Once up and running, Voip can lead to significant savings, especially on international calls.

For example, AT&T's CallVantage Voip service does not charge for calls to Canada. And Vonage lets Americans establish ''virtual numbers'' in London or Mexico city for $5 a month, allowing people in those locations to call toll free.
