TMC’s Rich Tehrani Applauds FCC For Exempting Vonage From State Public Utility Regulation

Norwalk, CT, [November 10, 2004] — Recently the FCC ruled on a petition from Vonage saying that they will not be subject to a patchwork of state regulations governing telephone companies. According to Rich Tehrani, Group Editor-in-Chief of leading trade magazine INTERNET TELEPHONY, although this is a grand first step, many questions and issues remain regarding Voip Taxation and Regulation.

“The recent ruling on Voip by the FCC is an excellent step in the right direction as one less regulatory cloud hangs over the industry. As a result, consumers will continue to have lower cost long-distance as well as enhanced services they do not enjoy today. The capital markets will have one less stumbling block to overcome when investing in the IP telephony market and competition will continue to flourish,” explained Tehrani.

Although all five commissioners were in agreement, Tehrani recognizes Voip still has myriad hurdles it must overcome on its way to becoming the way the world communicates.

1)Issues relating to how E911 services are handled must be addressed. Currently, some providers that have E911 connectivity connect callers to low priority administrative lines in a public safety answering point or (PSAP). In addition, the mobile nature of Voip makes it imperative that a solution be developed allowing callers to connect with the correct PSAP in their area and over high priority lines. It is for this reason that TMC launched the first ever Voip E911 Summit in conjunction with its Internet Telephony Conference and Expo in Miami in February 2005.

2)Consumers must become familiar with the fact that Voip by definition needs electricity to function properly and a back-up power source needs to be available in the case of a power outage.

3)The homeland security implications of Voip need to be addressed and taken advantage of. In many ways Voip phones can be the optimal messengers of emergency notifications as they are individually addressable as well as addressable by geographic region and even by floor in an office building or campus.

4)The multi-billion dollar universal service fund deficit (USF) issue needs to be resolved and the Voip industry needs to understand if it will be required to make up some of the difference for the drastic shortfall.

5)Local number portability or LNP in the VoIP/wireline space can take months. The FCC should require all carriers to port numbers as quickly as the wireless carriers now do.

“I view the announcement by the FCC as the most positive news the industry could have wished for and I hope the FCC continues to allow the Voip market to flourish as it continues to transform the way the world communicates,” added Tehrani.
