Vonage Unveils E-911 For Voip In Rhode Island

Vonage last week launched Enhanced 911 (E-911) service in Rhode Island, a key development in the survival of the infant Voip industry. The technology comes from veteran E-911 specialist Intrado [TRDO], which said that both AT&T
[T] and Verizon [VZ] already are in negotiations to use its technology for their Voip services in Rhode Island as well. Most Voip users could already call 911,but E-911 services that deliver a customer's location and phone number have not
been available.

Vonage CEO Jeffrey Citron added that, with technical problems solved, the biggest problem now in deploying E-911 for Voip is the welter of state and local regulations and varying implementations of the service. For now, at least, that means E-911 has to be negotiated and implemented on a state-by-state, or even a town-by-town basis.

Vonage's next implementation, he added, is set for Kings
County, just outside of Seattle.

The technical details of how Vonage/Intrado did it are somewhat complex, but basically it involves a Vonage server querying an Intrado server for routing instructions to the correct public safety answering point (PSAP), and the
delivery of a customer's registered address and phone number to the authorities.

That's still a sticking point, because Voip users can choose to log on from somewhere other than their registered address, and the system can't detect that.

Citron, in a Web cast unveiling the service, said it is still up to Voip users to keep their addresses updated, pending invention of some technology that could automatically locate them.

"It took almost a decade before the wireless industry could come up with a basic set of standards" for emergency location of wireless users, Citron noted, contrasting that to the speed with which Vonage has gone live with its E-
911 service.

BBF's Take On The Situation

Broadband Business Forecast doesn't think Vonage has implemented E-911 out of altruism. Rather, it's a matter of survival for the company.

As Citron correctly noted, the delivery of E-911 information is a growing political issue for the Voip business. We think it is only a matter of time before E-911 service is mandated for Voip and, if a Voip company can't deliver, it will be out of business. The issue already is before the FCC, and "regulators, both on the state level and federal level are asking a lot of questions," Citron said. The same is true for CALEA compliance (our sources tell us Vonage is going to announce CALEA compliance in the very near future).

Citron only briefly mentioned the fact that local exchange carriers that deliver telephony using IP protocol don't face the same problems as companies like Vonage do: no control over either the IP backbone or last-mile delivery.
BBF is happy that the solution isn't a Vonage exclusive, but rather coming from the nation's top E-911 expert, which means it will be available to all competitors.

As we've noted previously, Voip isn't a technology driver for the broadband industry - it simply doesn't require enough bandwidth to earn that honor. Rather, it is a baseline service that broadband competitors must have
available as part of the "triple play." Thus, any critical Voip issue is of major importance to the broadband marketplace.

We're still wondering who's going to pay for Voip E-911 service. In traditional and wireless telephony, most carriers add a 911 charge to phone bills. Vonage and its competitors are going to have to do that or foot the bill themselves.
