You should probably try a test with QoS disabled. That would at least indicate where the problem is.

Swapping the routers will in effect disable QoS anyway, but if you are running a bandwidth intensive application while talking you are going to want to figure out how to have QoS turned on and working correctly.

Edit: You should also try a test with the Voice QoS set to a manual rate rather than having it try to auto-detect. The rate should match the voice quality setting you decide to use.

Furthermore you may decide to additionally implement QoS for NetMeeting. The first choice would be to implement application QoS but that may be impossible because I believe NetMeeting may define the relevant ports dynamically. You could optionally specify a high QoS for the machine that NetMeeting is run from, however you should then disable other Internet applications on that machine during your conference.

I have a motorola cable modem > RT31P2 Linksys > D-Link DI-624 in this order.
I've been troubleshooting all morning and now I've narrowed the problem down.
1) Is QoS enabled or disabled on the RT31P2? 2) Are the MTU settings the same
Swap your config. I had similiar issues until I put my RT31P2 Behind my WRT54G. When
QoS is enabled on the RT31P2. and the MTU is 1500 on both routers. I'll try swapping
