You say that you can't dial out, but do you have a dial tone? Do you get beeps when you push the buttons?
If you haven't already, I would suggest unplugging all phones from the house jacks. Test the adapter with one phone so that you know the Vonage unit and that phone are happy with one another. Then plug the Vonage unit and just that phone into the house wiring and see what happens. If possible, make your test phone a simple analog one.
By the way, are there any cordless phones or wireless routers involved in this problem? What is your equipment line-up?
