You don't say how else you use your T1. If you suspect that other traffic is interfering with your phone calls then you would experience some benefit by enabling QoS on your ADTRAN.

I briefly skimmed some ADTRAN documentation and it appears you would need to do the following: Assign a default COS level to each port that was connected to a Voip adapter. Since this is your highest priority traffic we will assign 7. Assign COS values to each queue, for example you may consider assigning COS 0-6 to queue 2 and COS 7 to queue 4. Set up your queuing model (possibly set up all non Voip queues as WWR and expedite your Voip queue). This whole setup depends on prioritizing the ports as they enter the switch. If people have used the RT31P2 as routers then that traffic may very well be prioritized as well. If you have separated your data IP network from your voice IP network this solution should work to prioritize your Voip traffic.

When your network is quiet you may want to run a Voip test to determine if other problems exist.

[EDIT: QoS on the ADTRAN is not IP dependent. You should not need to change that setting.]
