What you are looking for is not possible on any Vonage device. The question is why are you even thinking of using the Vonage VT2142 adapter as a functional part of your network. Is is the most basic of routers, and it doesn't even do a good job at that. Just stick in a switch behind your border firewall and forget that it has any routing capabilities at all(not too far from the truth).
I am not sure how much bandwidth Cox is giving you but Vonage can be tweaked down to use about 30kbps, so assuming that the Business package is giving you at least 1mbps, that leaves you with almost 1000kbps to play with for your server and network setup. Unless your home network is pushing this amount of traffic consistently which would be hard for a mail server and any number of computers in normal usage(even if there are more servers you did not list), then you shouldn't really need any significant QOS solution. For example, I have my network set up CM > Router > VT2442 and I have a web server, a torrentflux box, WAP and about 8 computers in all stemming off the Router through various switches or through the WAP connected to it and I am hard pressed to be generating enough traffic to get any degradation of a Vonage phone call and unless I was actually trying to make the audio break up due to link saturation I probably would not be able to.
Now you say your border router is running pf/ALTQ, well one of the primary purposes of ALTQ is QOS, if you must just set up filtering rules for Voip and you can be assured it has priority over your other network traffic.
Finally, just to restate, do not expect the Vonage device to be a router even if it is billed as one. I am sure any person on this forum would attest the the fact that the Motorola devices, and in-fact all of the Vonage devices are mean for very small home network setups and when you start asking them to handle significant traffic they, simply put, will not.
