What is the IP address of the machine you are connecting from? It seems very odd that you would not be able to connect to it on a peer2peer basis if they are both plugged directly in to the RT31P2.

Being that you have only forwarded the ports for ts, any web / unc style connection attempt will fail from outside the router. The only connection that will work is a ts client / remote desktop connection.

If you were to put the ts server in the dmz of the router (basically forward all traffic to it) then you would be able to use web / unc to connect to the ts server from the outside.

I'm having a similar issue as you trying to run a TeamSpeak server. My RT31P2 isn't doing the dmz / port forwarding correctly.
