Vonage will go even lower than $9.99 per month. They have a $4.99 per month plan that doesn't include any minutes. All outgoing calls are billed at 3.9 cents per minute. The incoming and toll free and calls to other Vonage numbers are still free. Sounds like that is your ticket! What you need to do is get transferred to the retention department by telling a rep that you want to cancel. They are the only ones that can issue a promotional rate. Think of some excuse why you want to cancel, but your real reason sounds like it should do(you don't really use the service much). They will probably throw the 9.99 plan at you first but just be persistent that you need something cheaper. I'm sure you won't have any problems since you've been a customer for 4 years.
I had unlimited service for 14.99 a month for a year and I just renewed that rate for another year. They are more than willing to keep a current customer at almost any cost. I guess that is a big consumer advantage when dealing with a company whose biggest problem is customer churn! :-D
Machmike: Nothing personal but you are a shining example of the problems in customer service today. Not only with Vonage but most other companies as well. Employees that don't even understand or use the products they are selling/supporting. Therefore, they are unable to provide accurate information to customers. People come to this forum for good information. If they want bad information or to get jerked around on the phone for an hour, they can just call directly to Vonage. :-D
