Using cat 5, phone plugs in the house normally have 4 wires, giving you the potential of having 2 phone lines. If the jacks use the old red, green, yellow, black color scheme, then the normal wiring is blue to red and blue-white to green for line 1, and orange to yellow and orange-white to black for line 2.
If that oddball jack in the living room is actually wired using just the orange and orange-white, and they're connected to the red-green wires in the jack, then it's non-standard wiring. You can certainly hook the orange and orange-white in that jack to the blue and blue-white respectively to get that jack to work. The better way to do it if it has all 4 wires in the box would be to re-wire it so it's like all the others.
It's possible that someone deliberately crossed the wiring in that jack to make line 2 available to an ordinary single line phone. What you do with it is, of course, up to you.
