Todder TN's post above got me going, there were a couple of things left out, primarily reassigning the IP address of the RT31P2 phone router. Here's my path to success in excruciating detail. I chose this configuration to be able to use the QoS (Quality of service) feature on the RT31P2. Hope its helpful. (Just made my first VIOP call moments ago!)

Linksys WRT54G Wireless Router (Hereafter the '54G)
Linksys RT31P2 Broadband Router with 2 Phone Ports ('P2)

Physical setup:
1. CableModem connected to P2's WAN Port.
2. One of P2's numbered LAN ports (1-3) connected to one of 54G's numbered (1-4) LAN ports.

Router Configuration:
1.Plug your computer's ethernet cable into one of P2's numbered ports, while you do the configuration. This gives you fewer hops to the Internet, so less chance of trouble.
2. Disable 54G's DHCP server under Basic Setup. (This is important. Otherwise wireless clients will see 54G as the gateway rather than P2. )
3. Set P2's IP address to (The P2's factory default is, which is on a different subnet than the 54G's factory default IP address of and that can cause problems. An alternative is to work with the routing tables, but I did not have success with this approach). After you change P2's address you may have trouble connecting to it. You can solve this by renewing your IP address, because your current address is likely to be on the subnet. (In Windows I believe you can use a utility called winipcfg. Start->Run->Type winipcfg. Select renew DHCP lease. Under Linux I used "/sbin/ifconfig eth0 down" followed by "/sbin/ifconfig eth0 up" and checked my ip address(es) with "/sbin/ifconfig". Rebooting would also do the trick.)
4. Leave 54G's IP address at the default
5. Plug your computer into the 54G and test your connection.
6.Test your wireless clients. They may need a reboot for DHCP reasons.

Troubleshooting tip on rebooting equipment.
If your P2 does not have its IP address from your ISP (as seen by looking at Status->Router and seeing rather than a real IP address), unplug power from your routers, then your cable modem. Turn on your cable modem. Wait for four green lights. Turn on the P2. Wait for lights to stop changing. Turn on 54G.
