Throttling is kind of a good especially on the slower connection speeds but all you really need to connect both units with static IP's is a switch. Then you will be able to use the static IP's given to you for the wireless router and the phone adapter.
So it would go: your DSL modem, switch and then your other devices off of the ports from the switch.
Now if a slower connection is what you have then go: DSL Modem, phone adapter (given a static IP address), then your wireless router set to accept an IP address automatically.
By the way the phone adapter uses 90Kbps of your bandwidth per line max.
One more little bit of info, between the modem and the switch you may need to use a crossover cable if an uplink port is not available. This just switches a couple of wires around in the cable or port so that a connection can be made. So if you connect the modem to the switch on a LAN port and you don't get a light on then you need to use either a crossover cable or the uplink port. (some switches will have an actual switch instead of an uplink port but it is only for one of the LAN ports, usually designated by a line between the port and switch.)
