If your setup is as simple as BEFCMU10 -> WRT54G -> PAP2 + wired / wireless PC's, you will need to configure QOS in your WRT54G using the most updated Linksys firmware or overwrite the flash with DD-WRT or Tomato which seems to be another favorite among the forum users. Depending upon the hardware revision of your WRT54G will determine if you can use some of the 3rd party firmware or not.

While you have sufficient bandwidth which is you to the internet, your router is unable to properly forward all packets from your LAN to the internet completely or in the correct order. So what is happening is the slightest web traffic is causing your RTP packets to be discarded / dropped or sent out of order to the internet at your routers WAN interface.

If you can configure a QOS option in your router using the firmware I listed above either based upon the physical port assignment the PAP2 is connected to, by the PAP2's Mac or IP address, by protocol(give all UDP packets highest priority), or by port range (10050 - 10150), your audio should clear up. Note - these are the RTP ports all Vonage devices are hard coded for even though you will see other postings for 10000 to 20000 which dates back to Vonage pre 2004 and are no longer needed. With QOS enabled and configured properly, all the PAP2's RTP packets will be sent to the internet with high priority in real time.
