This is no-way audio. Your ATA will provide dial-tone so long as provisioning is successful. Dial-tone isn't played from Vonage, it is played locally from your ATA. Do you hear ringback tone when calling someone or does it go silent immediately after you dial the digits?
Can you call voicemail? Do you get audio that way?
This is most likely a networking problem as the others have suggested. You need to ensure the ports are open. Another possilibity is a NAT issue. SIP packets contain IP addresses. If SIP fixup isn't working properly Vonage may be attempting to send the RTP stream to an internal address, such as 192.168.x.x. This is unlikely however because you said its no-way audio, not one-way audio.
