They know the status of each line, BUT, most systems I've worked with consider a ringing line to be "busy" (or "engaged" for our UK friends), even if there's call waiting on the line, with the logic that there's no use playing a call waiting beep to a phone which has no one actively using it.

No logic in a computer happens simultaneously, rather it's all a series of steps, so you must break it down by steps.

A simple summary..
Step 1:
Adapter A
If A, then ring A & B.
Step 2:
Adapter B
If B, then ring B & A.
Step 3:
(attempting to ring A)
A status is busy, call forward busy forwards immediately to voice mail.

The way Vonage is responding is exactly how I'd expect it to. Phone lines are either active(busy) or inactive(idle). There's no inbetween state. When it goes to ring a line, it checks the status... if it's already ringing, it's considered in use/busy so call forward busy kicks in.

I can't think of any PBX system (conventional copper or Voip) out there which wouldn't have trouble with this setup. Try setting up the same with a Telco call forwarding and you'll find the same problem.

The traditional way of doing something like this on a PBX is to make each line have an "appearance", or show up, on each multi-line phone that they want it to be seen on. An alternative way on a PBX would be having the lines ring into a call group and have that call group show up on the phones, and with that solution, many PBXs just show "Call from <call group>" rather than actual trunk line # the call is coming in on.

What are you trying to accomplish? Maybe there's an alternative way of doing it.
