There was a post a few weeks ago with someone having problems dialing numbers in Mexico. The calls were not going through. I checked by dialing my own cell phone(which has worked in the past) and the call never rang through. However, I did get charged for both test calls even though the call was never completed. You should check your billing to make sure you aren't getting charged for these.

1. I have no idea. It looks like you have the right idea but I've never called a toll free Mexican number with Vonage.

2. To dial a Mexican cell phone you need to dial 01152 then 1 then the area code and number. Don't dial the 044 like you must do from an land line inside Mexico. Keep in mind that you get billed $0.23 a minute for calls to Mexican cell phones even if you have the call Mexico and Lat. America plan.

3. That is the right way to dial a land line in Mexico.

When I used to make calls more often to Mexico with my Vonage line, I used to notice that it would ring 2 or 3 times with the American sounding ring and then switch to the beep ring tone sound of Mexico. When I made the aforementioned test calls, it didn't do that. I never heard the Mexican beep ring tone. Just a couple American sounding rings and then dead air. I'll try to make a test call to a land line soon and post the result. I suspect that Vonage is having troubles with calls to Mexico.
