There is probably an earth ground on the telco side of the NID.

I would not recommend this, but you could open that side of the interface, disconnect the telco connection and leave your side connected to the grounding block. I mention this because I might actually do this as a test to see if having an earth ground in the loop will help things.

This ground is intended to prevent surges from entering the house from the street but it is probably also knocking out the interference.

One easy solution is to use a telephone line surge suppressor. Any decent one will have an external ground that should be connected to earth ground. One example is the APC PTEL2 (about $20). This would be the first thing I would try.

After that I might start looking at the RFI filters that k-comfilters.com sells.

I reality the first thing you should do is try to determine if the interference is being introduced from one particular part of your home wiring and see if there isn't an actual wiring problem. According to some of the reading I have been doing, poor wiring is one of the main causes of RFI.

For example, from your picture it appears that you have two different sets of wires coming into your side of the NID (one green/red, the other blue/white). Disconnect each one and see if the interference goes away. It also appears you have a third cable entering into the other side of the box. What is that doing? And the gray cable that appears to be entering the telco side of the box from the bottom right?

and RFI filter's not going to do much for a ground loop though. 36vAC? ouch! No wonder
aboput a month back, my line 1 on my RT31P2 died, so i had the line switched to port

Just like a coax cable that is not grounded, it can introduce line noise and interference
