There are lots of ways to skin this cat, depending on exactly what
your parameters are. Here are my parameters and how I solved the
issue.

1) Take advantage of RT31P2 QoS. This implies that the RT31 has to
be "inline" the WAN connection (either in front of or behind another
router).
2) NOT use RT31P2 as a firewall. I have a much better firewall/VPN.
3) Not disrupt the port forwarding, DMZ, etc. (or any other configurations)already working on my existing firewall - the only allowable change is to
change the WAN IP settings to connect to the RT31P2.

My solution follows. Note that I am not trying to use the RT31P2 as
a switch - it must route to take advantage of QoS.

I am using 192.168.0.* as my internal subnet.

[Cable/DSL modem (WAN)]

[Existing firewall]
(WAN address set to 192.168.1.2. gateway set to 192.168.1.1)
(LAN address set to 192.168.0.1)

[Servers, PCs, other devices (DHCP in the 192.168.0.* subnet)]

Now here's the trick. On the RT31P2:
1) Turn off the DHCP server
2) Go to "Applications and Gaming" and select "DMZ". Change to "ENABLE"
and enter the address 192.168.1.2. You'll notice that this is the WAN address of the other router. This bypasses all the firewall features of the
RT31P2.
3) Go into the "Port Range Forwarding" page. On the first line, under
"Application", enter "All" (simply to be descriptive). "Start" should be "0",
"End" should be 65535, "Protocol" should be "BOTH", IP address should
be 192.168.1.2. Click "Enable".
4) Save settings.

The two routers are now daisy chained and you are getting QoS, but since
the second router is in the RT31P2's DMZ, and all packets are forwarded
to it, the RT31P2 is effectively invisible. About the only thing that won't
work this way is if the second router is a hardware VPN router attempting
to establish an automatic IPSec key exchange with a matching router
(if you don't know what I am talking about, then you are not attempting
this). However, even that can be worked around if you have the routers
establish IPSec sessions using manual keys.
