The way I understand this is:

modem -> v-portal -> router1 > dlink switch -> router2

I assume the v-portal and the two routers are all set to assign IP's via DHCP.

What are the DHCP confiurations for each (Start and End IP)?

Do you have any static IP's set?

I was thinking that you miught be overlapping your IP address assignments with the 2-3 DHCP's, causing a conflict. I presume that the Vonage device is on anoher subnet, like 192.168.15.1, etc. while your router and the attahed PC's are on 192.168.0.1. If not, they should be on a diferent subnet than the Vonage device.
