The power led should always be solid (blue), the ethernet led should always be solid, the internet led will blink constantly which is normal. If the phone led is out completely that is NOT normal, it too should always be solid. The only time you "should" see all the led's blinking, is when the device is receiving a firmware update.

It is not normal for you to have to constantly reboot your network for your phone service to work. Check with Vonage to see if there has been a new firmware release for your device that's causing your phone to constantly go out. If it's not a firmware issue, it sounds more and more like the device itself is defective.

BTW, when your PAP2 goes down, are you still able to surf the internet?
