The obvious answer is that the D-Link is just a modem, and the Linksys is just a router, so the Linksys isn't going to work without the D-Link.....
And I can't get the Internet or anything through it, the D-Link has no firewall on it, so that's not blocking it, and the firewall that our ISP has is already set to allow certain things through, such as normal Internet access.
I've been through serveral help pages already, and still no luck.
