The PAP2 only has enough processing power to do one line @ 30kbps, the other will run at 90kbps when operated simultaneously. If you're only using one line at a time, I believe they will operate properly at 30kbps. This is a known fact about these (not sure if Vonage knows about it, but the VoIP/Asterisk community is well aware of it.) The ringing already after the party has answered is a known issue as well, and is due to the way Voip works. The PAP2 generates a ringing sound to let you know it's accepted the dialed number as valid and is trying to push the call through. When the call goes through, it then passes the call audio, but sometimes the tone generator circuit is still finishing up the current ring, waiting for the next command. The person you are calling doesn't hear it, just you. Mildly annoying, but it doesn't really bother me.
The RTP300 is a different story, and I'm not sure what the proper answer is, only have 1 Vonage line configured with it. It might have the same limitations as the PAP2, or it might not since it's based on a totally different chipset.
I'd highly suggest getting more bandwidth from your ISP. Even running 30kbps on a 96kbps connection isn't going to leave much room for anything if you have a computer connected to that same connection.
