The $14.99 packages would feature unlimited calling to you and each other (and all other Vonage lines) since, if I recall correctly, Vonage-to-Vonage calls do not count against your minutes. Interpret that any way you like. ;)

You could also sign up for and give them both "softphone" accounts at $10 that use a computer instead of a Vonage adapter to make calls, they are limited at 500 minutes like the $14.99 package, but a little cheaper.

If they need only inbound calling (you or others call them only), they can also simply sign up for free accounts with Free World Dialup which offers a Voip server, free client software from any one of a pile of sources, and a forwarding number free from IPKall.com - the three when assembled correctly make a software-based inbound-only line that is 100% free.

One warning, though. Many foreign countries allow and/or encourage their local Internet providers to block Voip, so if they are already in-country, have them run the www.testyourvoip.com test to make sure they can do Voip at all.
