[That's true, but that's not necessary for his setup as nothing is going to be trusted after his router. All he needs to do is put traffic from particular ports into a priority queue (4 in this case). What the CoS values are set to isn't important here.
The Netvanta, where this configuration is going, is the router and switch in this case. If you look at his setup, it's the only device where any QoS can be configured.
You're point is absolutely correct though. If he did have an external switch, he could set the CoS values on that, translate them to DSCP values and pass them to the router to proper queuing. However, everything he has is all-in-one.

We have a T1 line that
• You don't say how else you use your T1. If you suspect that other traffic is interfering
• Other than just people browsing the internet thats about all our T1 is used for.
• Select Weighted Round Robin, keep all the queues the same weight, check off Queue
• CoS is a Layer 2 (switch) QoS marking. DSCP is a Layer 3 (router) QoS marking based
