Thanks for stepping in on this. I tried connecting the PAP2 directly to the adsl line and get the same results..fast busy signal on dialing out. There is a dial tone both ways. Your right though, the only router would ne the hotel's. They told me the requested ports, mentioned in the PAP2 manual, were open. The splitter is just a small plastic Y plug. It isn't effecient but it has worked at this same hotel last April and at other hotels throughout China.
