Techie74, I think you're overlooking the fact that he's running a primary router and both VT2142s are plugged into it.
Montra, you definitely do not want to plug both the internet and LAN ports of the VTs into the router. Run cables from the router LAN ports to each of the VT internet ports. Leave the LAN ports open except when you want to access the admin pages on one of them. You will have to switch to PC back and forth between the two VT LAN ports to access the admin pages on each. This shouldn't be a big deal, since you seldom want to do that once things are working.
If one is still working with this configuration, plug into the LAN side of the "bad" one and see how it's set up. Since you did a reset on it, it should be looking for a dynamic address. Since you're using static, the main router may not be set up as a DHCP server. Enter a static address for the bad VT, reboot it, and see if that gets you going.
If you want to go the route indicated by Techie74, that's fine too, though I prefer the setup you've been using. If you go the other way, then Techie is correct. You need to set the VTs to have different subnets.
By the way, why do you want to use static addressing? Dynamic is so much simpler for small setups.
