Sorry about your situation. One thing I'll point out is that Vonage charges $9.99 to lower your plan to the basic 500 but it does not charge to upgrade it again to the unlimited. If you see you will go over in a certain month, you can upgrade to the unlimited. It sucks for you but if you think about it, they have to charge that fee. If they didn't everyone would simply change their plans each and every month based on usage. They would only upgrade to the unlimited if needed and then switch back to the basic the next month.
They do offer a $9.99/month that includes 100 outgoing and as always, incoming, Vonage to Vonage and toll free are unlimited.
They also have a $4.99 a month that doesn't include any outgoing. They charge you 3.9cents per minute for outgoing calls.
Now, depending on how long you have been a customer and if you have completed your contract, you could get a pretty good deal from them. If you call to cancel and tell them that the cost is just too much, they will most likely offer you a discount. How hard you push will probably determine what sort of deal you get. I called to cancel about nine months ago when I was on the basic 500 plan and ended up getting the unlimited for $14.99 a month. Their first offer was the unlimited for $19.99/month. I didn't really need the unlimited because like you, I rarely use more than 500 a month. Also, I didn't really intend to cancel but I had been reading that they were giving out good deals so I gave it a shot.
If you get a plan that is not unlimited, it's not real hard to limit your usage. When I was using the basic 500 and if I thought I was coming close to going over, I would simply call someone and tell them to call me right back. Costs me minute and then I could talk for as long as I wanted. If long distance charges are a concern for the person the needs to call you back, you can take advantage of the V-Access system so they can call you for free and since it's incoming, it will be free for you too.
