Something's seriously wrong with your router or setup. I assume you've tried restarting it? Do you have any ports forwarded in it?
For QoS, what I'd do is enable it, then enter the MAC address for your Vonage adapter, and put that on HIGH. That will ensure that the Vonage adapter always gets the bandwidth it needs.
You may also try turning off the firewall in your router. I wouldn't recommend leaving it off, but you can try turning it off temporarily.
What firmware do you have loaded? If I recall, the latest for the WRT54G V5 is 1.00.4, you may look into getting the latest. The V5 is a brand new operating system (VXWORKS) for Linksys - they've been using Linux for years with great results, and they are experiencing significant "growing pains" with the new units.
Also, with your wiring, you have a cable going from the WAN port of the RT31P2 into one of the LAN ports of the WRT54G, right? You aren't trying to wire LAN-to-LAN in that, are you?
