Since your comment above did not contain information about who the "most reputable competitors" were I looked up a few of the largest Voip operators and found the following. All seem rather alike to Vonage's TOS. Out of these four (and they are some of the largest providers of Voip) only Verizon mentions a presumption that 5000 or more minutes is not "residential" use. I assume from your statement that the rest are not "reputable."

b. Residential Use Only

Without limiting the generality of the foregoing, you agree to use the Services only for personal and non-commercial purposes; however, you are permitted to use the Services to make business calls that are incidental to your personal and non-commercial use of the Services at the premises described in the preceding sentence.
You expressly agree not to use the Services for auto-dialing, continuous or extensive call forwarding, telemarketing, fax broadcasting or fax blasting, or for any other use that results in excessive usage inconsistent with normal residential calling patterns. Usage in excess of 5,000 minutes in any month shall be considered above normal levels and may be investigated and subject to the conditions above.
