Since the wireless clients(the laptops) use the DHCP server form the WRT54G, in order for your desktops to be on the same Local Area Network, they must all be connected to the WRT54G. So if your PC's are connected to the RT31P2, this would be incorrect.

In order for the hard wired PC's and Laptops to be able to talk to each other, the hard wired PC's need to be connected to the Ethernet ports on the WRT54G.

So your set up should just be:

Modem -> WAN / Internet Port on Rt31P2
Port 1 on RT31P2 -> WAN / Internet Port on WRT54G
Ports 1 - 4 on WRT54G -> All your hard wired PC's

And this is not a Vonage thing at all. Vonage is on the telephone service. It is a voice module built into a router. Your issue is just that your connecting PC's to router number 1 which is on one subnet. Then you have your laptops connecting wirelessly to router 2 which is on another subnet. Two subnets cannot talk to each other unless static routes are configured. So if your had any store bought router and connected PC's to it, then plugged in your WRT54G to this other router, you would have the same problem.

Conclusion: Your fix is very simple. Just plug all your PC's into the WRT54G. Nothing to configure, nothing to purchase. Just make sure all your PC's are set for DHCP so that they will obtain a new IP from the WRT54G.
