I seriously doubt that the packet loss you're experiencing is due to your encrytption or firewall settings with the Linksys WRT54GX2. Look at NateHoy's last post and his suggestions. If none of those work, if you can, try connecting your WRT54GX2 to someone you know that has a cable or dsl connection. Run the test with and without the WRT54GX2 and see if you get the same type of packet loss with their connection when the WRT54GX2 is connected. If you do, the router may just be defective or can't handle the T1 bandwidth.
