Troubleshooting this is not going to be easy, with your wife being in Hong Kong. The first step is to establish an internet connection and run the VoIP speed test. This can be done with her computer plugged directly into the service. Next, if the Vonage device is a router/adapter (as opposed to a PAP2 or D-link VTA, each of which is an adapter only), then you need to establish an internet connection using the Vonage device as a router.
The fact that you're not sure if the new power supply will work with the Vonage device just makes things worse. If the specs are right, then it should work, but.... . If you can get the Vonage device working as a router, then it should work for Vonage phone service.
