Perhaps this will help.

The Bandwidth Server setting at the Vonage website will instruct your phone adaptor (RT312P2/PAP2/etc.) which codec to use and this dictates how much bandwith your phone adaptor needs. Period.

QoS is done by you in your network to "clear the path" for your phone adaptor to work well. If your Vonage setting is for 90kbps then you will want to make sure that your adaptor will get a dedicated 90kpbs with minimum latency when calls are happening. This is QoS. (Quality of Service)

In my setup I am using my RT31P2 as a phone adaptor. I have nothing plugged in to the ethernet ports on my RT31P2. In this degenerate mode of use it is essentially a PAP2. Messing with the QoS settings on my RT31P2 has NO EFFECT ON ANYTHING. That point in the network has nothing to do with traffic control. My RT31P2 in turn is connected to an 8 port switch which in turn is connected to a Linux box which acts as my router. I configure QoS on the router software running on my Linux box. This is where the traffic comes together and needs to be instructed to play nice.

Once again QoS settings in your local network, wherever they may be, do not "tell" your adaptor how fast to run. They simply clear the path.

*99 is a per-call override of your adaptor bandwidth setting. It will force your bandwidth to 90kbps and will force your packetization to 10ms. I use this as part of my preamble for sending FAXes which need all that Vonage has to offer to work consistently. I have my Bandwidth setting at 50kbps.
