If it still does not register when plugged into the modem, there is either a problem with the moto or a setting in your modem/router.
To check for the devices connected to the router: look for something like Clients/devices, etc. There should be a list of assigned ips (192.168.x.x) and the Mac address of each, and sometimes a name of the device. You will want to look for the either MAC address of the Moto or PAP. The MAC address can be found on each unit, much like a serial or model number. Mac address will be in this format xx:xx:xx:xx:xx:xx with both number and letter combos.
