The flashing light indicates that either a phone is off the hook somewhere or you have a short in the wiring. That's why I suggested that you unplug all the phones. Since you've done that and the light still flashes, we have to conclude that you have a problem with the wiring. Since you've paid an electrician to check the wiring out, I would verify this result one more time. First, make sure that all the phones are really unplugged (you have kids?). Plug your Vonage box into the wiring and see the light start to flash. Unplug it and see the light go on steady. Then call the electrician and voice a complaint.
