Most Group 3 Fax machines run at a maximum speed of 14.4kb/s, with a fall-back to 9.6kb/s (or lower). Your computers modem is probably trying to connect at speeds between 33.6kb/s and 57.6kb/s.
The faster the speeds get, the more susceptible they are to artifacts from the lossy data compression used in Voip connections. And as Voip tends to assume you have a working IP network anyhow, Voip connections aren't really designed with analogue data transfer beyond about 14.4kb/s in mind anyhow (and even then, only to support legacy devices like fax machines).
Now if you want to try to surf the modern web at 14.4kb/s, feel free, but I highly suggest running Firefox with AdBlock and FlashBlock enabled, and even then the slowness would probably drive you insane :).
(And yes, I go back far enough that I remember making connections at 300bps (and once even at 110bps, although that was already pretty much out by the time I really hit the scene). I'm not sure how I survived. 300bps is only 30 characters per second, so it took more than two seconds to print a single line of text to the display :P).
