Vonage Just got two vonage lines a few weeks ago for the business I work for. Also bought

Just got two Vonage lines a few weeks ago for the business I work for. Also bought a new 3com NBX V3000 IP phone system for said business. We are experiencing very poor call quality (people on other end cannot hear us, we sometimes cannot hear them-choppy). Since the business is located in Bluefield, VA there is no 276 area code available. So I decided to get phone numbers that were local calls from the current job site locations. I got a Chicago number (773) and a Westfork, Arkansas number (479). On our phone system in Bluefield the Vonage lines are set to primary outbound calls and the 4 verizon lines are set to secondary outbound when the Vonage lines are on call. It seems that outbound calls made on the 479 number are clearer and less choppy. Outbound calls on the 773 number are almost worthless most of the time. Since the 773 number is out of Chicago does this mean a local Bluefield, VA call must go up to Chicago's network and back to Bluefield to be processed? Could the network traffic in Chicago be so heavy that it is affecting our call quality? I am getting a lot of complaints from employees about this service; I am starting to second guess my decision to use it. Sorry for the long post, Just want to tell the complete story. I will list all my specs below:

Location: Bluefield, VA
Voip ATA: Linksys PAP2
Phone Sys: 3Com NBX V3000 (4 verizon analog lines, 2 Vonage lines)

ISP#1 : 4seasons wireless (verified & tested 3MB down, 3MB Upload)

ISP#2 : Comcast (Verified & Tested 8MB down, 900K upload)

Firewall/router: Watchguard Firebox Edge with WAN failover
