It sure is. They charge for local calls, and even calls to 1-800 numbers most of the time. Even if you call collect, you will be charged by the hotel for using their line. All of these charges will be lost if they allow VoIP phone systems to work.
The problem with a VoIP system is you would risk having your adapter stolen, and then whoever had it would have access to your line until you reported it. It's likely a small risk, but it is still a risk nonetheless. If you are going to do it, I would probably plug the hotel phone into the Vonage adapter and hide the adapter as best you can behind the night table or something. Maybe I'm paranoid, but there has been a lot of theft from hotels over the years.
