Absolutely. A cable line splitter reduces the signal as it splits it. The more splitters you have in place between your cable company and the cable modem, the less signal gets to your cable modem. The cable modem has to start doing "retries" (saying "can you repeat that, please?" to the access point at your cable company) and that can cause delays.
If your discards improved by cutting out a splitter, I think you have identified the problem, to an extent. Your ISP may also be able to run some diagnostics and see if there is a way to improve the signal.
My ISP, SusCom here in Maine, actually ran a separate line from their box for the Internet feed. From the discussion I had with the service tech, he said that is standard operating procedure. It cuts down on service calls, because they put in their (splitter and whatever filters or boosters they need to get a perfect signal) and lock the box, and as long as I don't start adding splitters to the Internet connection, there's very little that can cause problems with my connection.
