It's only endlessly recursive if each phone doesn't know about the other. But this Vonage, right, where each call is processed and they know about the status of the phones? :-D

In this case, I really viewed the path for a call placed to Vonage A as

Vonage sees a call for VonageA coming in. During processing, Vonage looks at the simulring and sees that VonageB must also ring. It checks and sees that VonageB is not available (either offline or on a call). In that case it either skips ringing VonageB or, if VonageB is on a call, it signals a call waiting-unless VonageB is the one trying to call VonageA. In this case, only VonageA and any other simulring numbers ring.

In the scenario that Vonage determines that VonageB is available but VonageA is off network due to a broadband outage. It should ring VonageB for the length of time until voicemail is set to kick in for VonageA rather than rolling straight to voicemail. And the voicemail should give the VonageA number, not VonageB

I can understand the issues of Vonage simulringing out of system and being unable to tell that a phone is not available but has answering switched on. But within the Vonage network, it should certainly be doable. Otherwise, simulring within the Vonage system just decreases your chances of getting a real, live person on the line.
