It's a little hard for me to figure out how your network is hooked up from what you write, so forgive me if this is a bit confusing, and not quite what you're asking.

How you access the setup page you want depends on where your various units are connected, and in which order. If your computer is on the inside of your phone adapter, and your modem is on the outside of it, then you should be able to get to your modem's setup page by simply typing in the IP for your gateway.

If your computer is connected to your modem, and the phone adapter is on the same side of the modem as your computer, then you're on the outside of the phone adapter, and you cannot access it without changing the security settings of it. To do that you need to enable remote administration access, something which is not possible on all network equipment. How you do that is different with each and every model you're working with, so you need to check your manual.

Everytime you connect a router to a router, you create a new subnet, aka "layer" of IP addresses. It creates some challenges in setting up the security, simply because of how the IP protocol works.
If you're connected to router A, and router B uses router A as gateway, then router A will assign an IP to router B, which becomes the outside IP of router B, and it will be different than the inside IP, which is what you'd use to connect to it from the inside (LAN side). In order to access to access a router's setup from the outside of it, you need to make a "hole" in the router's security settings, so that you can log into it from the outside. By default, all routers prevent you from doing that, because it is a serious security risk if a router like that is the last one before your modem.
The only way to change the security settings is to connect to the router from the inside, change the security settings to allow remote connections (which is what you need to access it from the outside), reboot it, and then reconnect the units the way you want them, and then you can access the router from the outside.

If you in turn have a third router, C, that uses router B as gateway, then in order to reach router C from a computer connected to router A, you must first setup router C to allow remote connections like above, then set up a virtual IP in router B (D-link calls that a Virtual Server), which links an IP from the outside of router B, to the outside IP of router C.

Again, depending on how your actual network configuration is, you may need, and most likely will have to, change some security settings to access the setup pages of all your devices from anywhere on your network.

The modem is always the last point in the network, before your ISP's network. Modems don't normally have an inside IP (I have yet to see one that does in 20 years), so what you have for a modem, may actually be a router with a built-in modem. In that case you may need to change some security settings on one of the devices to be able to get to the solution you want.
