It is as secure or insecure as faxing over a traditional phone line. The possibilities for intercept are just in different places. In general the same class of person would have access to it, that is the employees responsible for running the networks you are using.
Your credit card transmission by fax is significantly less secure than transmission through an SSL web page. It is no more secure than an unsecured web page, though it would be more technically difficult to intercept it.
It is more secure than providing that number over a cordless phone or some mobile phones.
In my opinion it is less secure than handing your card to a retailer where your card remains in view at all times but more secure than handing your card to a waiter who walks into another room with it.
You fax transmission would be available for intercept by someone working for your ISP, or by government agents with a warrant. It might be available to people working at ISPs between you and Vonage depending on the path taken by your data packets. If you are on a shared network or your adapter is connected via an unsecured wireless LAN then it is even less secure.
You fax, when transmitted over Vonage, should not be permanently stored anywhere on the Internet.
