It doesn't matter where the call comes from at all.
Now if you're in Edmonton and your Voip forwards to your cell phone... you'll pay toll on every call, even calls from Edmonton.
Don't worry about where the calls from. To pay toll on your cell phone on incoming calls, you have to be on a tower outside of your local calling area at home. If you can call your own cell phone as a local call from your cell phone, then you're good.
