Interesting question. I'm almost certain that it will show up on your regular caller ID as well as on the V-portal. All other Vonage adapters to date emulate an ordinary phone line as closely as possible, including things like caller ID, and I haven't seen anyone complaining that the V-portal doesn't. On the other hand, I haven't specifically seen any mention of CID being received on phones plugged into the V-portal.
You can do it the way you want. I'm not sure what you mean by a static DHCP address, but you can plug the V-portal into another router, and you can set it for either static or DHCP addressing. You could also go with another Vonage box, like the VT2142, and do the same. If you were buying at retail, I'd suggest using a PAP2 or D-link VTA (adapters with no router) in your situation, but the V-portal from Vonage has a big rebate on it.
The upload speed is important, but, in general, a cable service with 6M down has plenty of upload capacity to run Vonage. Run the forum VoIP speed test (Forum speed dial drop down menu) to see how yours is doing. The other things you mention definitely can affect quality. Always set QoS in your router to favor the Vonage box. Then Vonage may adversely affect those other things- there's no free bandwidth lunch. Vonage uses about 90 kbps when you're on a call, and a much lesser amount regularly when you're not.
