In Europe the person calling the cell phone is charged and there is no way around this. Also not all calls to Italy are free. Here is the list of numbers plus all cell phone numbers are charged 52 cents a minute (that is the rate here in Canada)

You can't use Vonage access because they don't have a number there, plus the number would have to be associated with Vonage.
