If you plug a phone into the out port on the TH48 and get dial tone then purchase a common ethernet punch panel. Take a cat5e wire and slice it open and remove the blue wire pair. Punch this pair down to each port on the new panel but be sure to keep the length of wire whole. Take a common ethernet patch cable and connect it from the out port on the phone block to any port on the new panel. Now plug in the ethernet cables for which you want to be phone jacks.
