If it wasn't for the fact that you had the same problem with an RT31P2, I'd guess that you had a bad VT2142. As it is, I have to agree with your comment in your private message that it's a computer software issue, but I don't know what the issue is. At this point, I'd try setting a static address of 192.168.15.2 in your computer. Re-boot, and see if that allows you to log on to the VT admin page.
Meanwhile, let me quote what you said in your private message for others to ponder on:
