I would consider yourself lucky that the quote came in higher than land lines because now, the choice is quite simple for you.
If you read here in the forums, you'll see multiple people with call quality problems. If you were thinking of using fax lines, think again, faxes and other modem-based products often don't work with Voip ( a Voip problem, not specifically Vonage).
In my opnion, Voip is really for early adopters right now. If you make personal calls where service quality is not critical, and you don't have a heavily networked environment that requires high bandwidth (as you might in an office), then a Voip system might be for you. I don't see this being the case for most businesses, including my own.
By the way, the reason that many lines is more expensive than N single lines is likely because of the required bandwidth. Depending on the size of N, you could really get into trouble without specialized bandwidth capabilities.
