I think you're doing more than is necessary for the most part. these things are more or less designed for plug n play. for instance, my rt31p2 is first, then I have a wireless router connected to it. (why are you using such odd ports? I would stick with port 1) then I have my computers connected to the wireless router. the rt31p2 serves dhcp as well as the wless. there are no conflicts and it works fine.
I would keep it as config 1. your problem is likely caused by qos settings on the rt31p2, though I have seen one or two bad rt31p2's that would cause this also. if you access the device at http://192.168.15.1 (password admin, no username) and click apps and gaming, then qos, find out what it's set to. the simplest way is to have them all disabled except for voice, and have voice set at something like 256 or some people have luck with 512. the apparent "correct' way to do it is to put in 80-90% of your upload bandwidth. so you do a bunch of speed tests and such, and then you have your number.
what are your advertised speeds from your isp?
also, you say your bandwidth decreases like crazy, but like many other things, this is very vague. download? upload? how much? how are you measuring it? if you don't lay everything out there, it makes it much harder to troubleshoot.
