Vonage I run a business and my phone audio is so terribly bad (BAD BAD BAD) that customers

I run a business and my phone audio is so terribly bad (BAD BAD BAD) that customers can’t hear me. It’s choppy (VERY choppy) and cuts in and out during a conversation. I am using the equipment recommended on the Vonage web site. I have to hang up and call from my cell phone, my secretary must hang up and call people back, use her cell phone, etc. This is VERY unprofessional and amateur. I like Voip service for the management features I have, but I need to either resolve these issues or go back to SWBT. Can someone offer a solution? Yes, I have run tests and my technobabble info is below.

Location : Austin, Texas (Cedar Park)
ISP : Time Warner Cable (Roadrunner High Speed) - Have called them and they are fine with Vonage and their systems are good.
Download speed is 2,900 kbs
Upload speed is 367 kbs
Modem is Ambit Data Model, Model U10C003/U10C004
Router is WRT54G with a PAP2
Network setup = Internet to Cable Modem to Router to PAP2 to phones.
Issues experienced ; HORRIBLE Choppy / static-filled calls. Unuseable audio.
Voip Speed Test from Vonage Forum Site : NONE. Stupid thing sits with 'running test' for hours with nothing. Several days in a row (yes, my connection is working)
Yahoo Ping Test: 100 packets sent with 100 packets received. 0% loss Minimum 16ms Maximum 761 ms
